Zlepšenie komunikácie medzi poradcami na úradoch práce a ich klientmi

 

Popis projektu

Hlavným cieľom projektu je zvýšiť povedomie a dôležitosť osobnostných kompetencií pri procese sprostredkovania práce a poradenských aktivitách a taktiež vyvinúť študijný plán, materiály a príručku potrebnú na školenie poradcov a sprostredkovateľov pôsobiacich na úradoch práce.  Situácia na rozšírenom európskom trhu práce si vyžaduje, z titulu párovania voľných pracovných miest, účinnejšiu interakciu medzi uchádzačmi/záujemcami o prácu a zamestnávateľmi a práve z tohto dôvodu by sa mali zlepšiť komunikačné schopnosti a techniky zamestnancov úradov práce. Tento projekt spája partnerov zo „starých“ členských krajín a „nových“ členských krajín v záujme vypracovania modulového školiaceho materiálu, ktorý bude, v zmysle politiky trhu práce, sledovať komisiou vytýčený cieľ a to „making a European Area of Lifelong Learning a Reality“

Potreba vypracovania týchto školiacich materiálov je vyjadrená participáciou organizácií zaoberajúcich sa trhom práce, zamestnanosťou a nezamestnanosťou z ôsmich európkych skrajín. Tieto krajiny sa zhodli na tom, že je potrebné zvýšiť personálne kompetencie a komunikačné zručnosti jednotlivých zamestnancov týchto inštitúcií.

 

Projekt pozostáva z nasledovných pracovných balíkov:

 

WP1 Manažment projektu

Kľúčovým cieľom tohto pracovného balíka je zostaviť efektívny manažment projektu, ktorý bude riadený výborom projektového manažmentu a bude dozerať na rozpočet projektu a na dodržiavanie časového harmonogramu.

 

WP2 Analýza

V prvej fáze projektu sa uskutoční podrobná analýza súčasnej situácie v partnerských krajinách. Táto analýza bude pozostávať z 3 krokov.

1.   analýza podmienok – organizácia práce, profil zamestnanca úradu práce, pomer medzi sprostredkovateľskými a poradenskými aktivitami. Táto analýza bude poskytovať prehľad o existujúcich školiacich programoch a ich súčasnom zameraní s ohľadom na národné a nadnárodné /EURES/ sprostredkovateľské aktivity.

2.   analýza školiacich aktivít s ohľadom na zvýšenie povedomia a dôležitosti mäkkých zručností v procese umiestňovania klienta do pracovného pomeru

3.   analýza úloh a množstva školiacich aktivít vzhľadom na porozumenie potrieb a nárokov zamestnávateľa

 

WP3 Dobrá prax

V tomto pracovnom balíku budú popísané najúspešnejšie modely školiacich aktivít za každú zúčastnenú krajinu so špeciálnym zameraním na párovanie voľných pracovných miest s uchádzačmi/záujemcami o prácu. V tomto balíku nájdete aj organizačnú a finančnú štruktúru potrebnú pre implementáciu modelu „dobrej praxe“

 

WP4 Vývoj produktu /prvá fáza/

Projekt vypracuje nasledovné produkty:

  • Učebný plán pre školiteľov: „Lepšie poradenstvo a komunikačné schopnosti poradcov a sprostredkovateľov úradov práce“
  • Materiáli pre školiteľov a účastníkov kurzu /použité počas školenia zamestnancov úradov práce
  • Príručka pre poradcov

WP5 Validácia

Pred  vypracovaním konečnej verzie učebného plánu, prejdú materiály pilotným testovaním. Každý z ôsmich tandemových partnerov zorganizuje pilotné testovanie na cieľových skupinách, ktoré si určí sám. Toto testovanie poslúži aj na zhromaždenie informácií o potrebách školiteľov počas školení.

 

WP6 Vývoj produktu /druhá fáza

Výsledky z pilotných kurzov budú použité v konečnej verzii učebného plánu. Materiály budú k  dispozícii v tlačenej forme a taktiež na webovej stránke, odkiaľ sa samozrejme budú dať stiahnuť. Učebný plán  bude obsahovať ďalšie odkazy na iné školiace materiály a tým sa zabezpečí interaktívna použiteľnosť týchto materiálov.

 

WP7 Realizačný plán

Realizačný plán poskytuje partnerstvu štruktúrovaný akčný plán pre lokalizáciu a organizáciu výsledkov projektu, ktorý sa zavádza po realizačnej fáze. Je to fáza nasledujúca po poskytnutí príspevku LdV.

Realizačný plán pripraví organizačné modely, navrhne štruktúru školení a poskytne základ pre stanovenie potenciálu školení pre zamestnancov úradov práce. Každý z partnerov prispeje do tohto pracovného balíka a bude viesť dialóg s inštitúciami zodpovednými za finančnú politiku v príslušnej krajine.

 

WP8 Diseminácia 

Diseminácia projektu bude prebiehať nasledovne: V každej „novej“ členskej krajine EÚ sa uskutoční národná konferencia, kde prebehne prezentácia výsledného produktu. V každej „starej“ členskej krajine sa uskutoční seminár na národnej úrovni, kde budú prítomní predstavitelia úradov práce, ktorí budú informovaní o výsledkoch projektu. Na európskej úrovni sa uskutoční multiplikačný seminár, ktorého sa zúčastnia účastníci z ostatných „nových“ členských krajín a kandidátskych krajín, ktoré na projekte neparticipujú. Projekt bude prezentovaný na internete a webová stránka bude aktívna aj 2 roky po skončení projektu t.j. do februára 2009.

 

WP9 Vyhodnotenie

Vyhodnocovanie projektu bude prebiehať priebežne počas jeho realizácie. Bude podporovať manažment projektu počas plnení úloh a taktiež bude poskytovať spätnú väzbu. V polovici realizácie projektu sa uskutoční stretnutie na identifikáciu možných projektových úprav, workshop zameraný na spätnú väzbu s účasťou koordinátora a uskutočnia sa pohovory na troch úrovniach: partneri, cieľová skupina a trh práce. Financovanie projektu bude prezentované na záverečnom vyhodnocovacom workshope.

Labour Office & Clients
Improving the Communication Between Labour Office Advisers and Their Clients

 

Project description

The main objective of the project is to raise the awareness for the importance of personal competences in the job counselling and job mediation process and to develop a modular Curriculum, training materials and a Handbook so that these hitherto rather neglected contents can be incorporated into the training schemes of labour office advisers, counsellors and job mediators. The labour market situation in a larger European Union will further increase the requirements for efficient labour office interaction between job seekers and employers; and in order to achieve better matching results, labour office staff working with job seekers and with employers must improve their counselling and their communication techniques and to “understand the employers’ language”. This project, bringing together partners from “old” and “new” EU countries for the joint development of modular training materials will support, in the labour market policy, the Commissions goal of “making a European Area of Lifelong Learning a Reality”.

 

The need for developing these products is being expressed by the participation of employment organisations or labour market administrations from eight European countries, each of them stating that current staff training requires a stronger focus on personal competences and communication skills.

 

The project will consist of the following workpackages:

 

WP1 Project management
The key objective of this work-package is to establish efficient management of the project through the establishment of a Project Management Committee. It will ensure that the project runs to budget and schedule and the quality of the deliverables are to the standard acceptable to the Partners and the Programme
LEONARDO DA VINCI .

 

WP2 Analysis
In the first phase of the project, a detailed analysis of the current situation in the partner countries will be made. The first step will consist in analysing the conditions: work organisation, profile of labour office staff (educational background, career prospects etc.), proportion between job mediation and counselling activities etc. The research will yield an overview at existing training programmes and their current focus, both for national job mediation activities in the various countries and for trans-national activities (EURES).
Subsequently, current training schemes will be analysed. In this section of the work-package, a screening will be made up to which extent the labour office staff training includes awareness raising for the importance of soft skills in the job placement process.

The third step will investigate the role and amount of training focusing on understanding the employer’s views and requirements and the needs for developing one’s personal competences for successful job search.

WP3 Best practice
In this work-package, the most successful models found in each country for training labour office staff will be described. Special focus will be given to matching processes (how do labour office advisers or job mediators allocate adequate jobs to unemployed people and how do they match the requirements of employers with their clients) and to the role of personal competences in the job mediation process. The work-package will also indicate the organisational and financial framework necessary for implementation of the best practice models.

 

WP4 Product development (phase 1)
The project will develop the following products:
• Curriculum for labour office staff training: “Better counselling and communication skills for labour office advisers and job mediators”
• Materials for trainers and for course participants (used during the labour office staff training)
• Handbook for advisers

 

WP5 Validation
Before the production of final versions, the products will be validated through pilot testing with practitioners and end-users. Each of the eight tandem partner will organise a pilot test within his own target group (practitioners, end-users, decision-makers).
The feedback from practitioners is essential in understanding possible institutional barriers and receptiveness to possibly new training contents. The pilot tests will also yield information about the training and development needs of trainers and tutors in terms of both their skills and experience in delivering those contents and also their own personal competences.

 

WP6 Product development (phase 2)
The results from the pilot courses and the validation will be fed into the development of the final versions of the project products: They will be designed as web-based materials for free download, print versions will be available for dissemination purposes. The curricula will contain links to other training materials and thus enable future trainers for interactive preparation of their courses. They will also be linked to the project’s web-board that will provide a forum for exchange of experience and discussion

 

WP7 Deployment (realisation) Plan
One of the central project deliverables is the Deployment Plan. It provides the partnership with a structured action plan for the localisation and organisation of putting the project results into practice in the deployment phase after the LEONARDO DA VINCI funding.
The deployment plan will set up organisational models, suggest training delivery structures and provide a basis for assessing the potentials for labour office staff trainings in the various countries. It will also suggest possible partnerships for deployment. All partners will contribute to this work-package, and will establish an ongoing dialogue with the institutions responsible for funding policy in the partner countries.

 

WP8 Dissemination
Dissemination will focus on activities which will support the sustainability of the project: In each new EU country, a national conference will be held where the final products will be presented to key actors and stakeholders. The other partners will organise national seminars where representatives from their labour market administration will be informed about the project results. On a European level, a multiplier seminar will be organised for participants of all new and candidate countries which do not participate at the project. The project will be presented in the internet and the web-site will be maintained at least two years after the end of the project, i.e. until February 2009.

 

WP9 Evaluation
Evaluation will not be restricted to the final phase of the project but consist of a permanent accompanying process. It will support the project management during the clearing of operational project objectives and strategies and provide continuous recording instruments for feed-back processes. There will be a mid-term reflection workshop for identification of possible project adaptations, feedback workshops with the co-ordinator and interviews on three levels: partners, target group and labour market related environment. The findings will be presented at a final evaluation workshop. Special attention will be paid to the consistency of the project objectives, to national and European labour market related objectives and to the inclusion of gender mainstreaming and diversity management at all project levels.
